Fostering action and supporting key actors for a Just and Equitable Transition (JET)
The JET AFOLU Perspectives Tool enables stakeholders to understand the complexities of a just and equitable transition in the AFOLU sector, offering insights and practical resources on how to address them.
It is a concept used to describe the process of change towards sustainable economies, ensuring that the benefits and costs of climate actions are distributed fairly. This involves protecting labor rights, including different communities and social groups, and ensuring that access to new economic opportunities is not limited to a few sectors. Its purpose is that the response to climate change does not increase inequalities, but rather contributes to reducing them.
It is a tool that allows evaluating how climate change policies and interventions in the Agriculture, Forestry and Other Land Uses (AFOLU) sectors align with the concept of Just and Equitable Transition (JET). To do this, it provides practical approaches and resources that facilitate understanding how to carry out more inclusive interventions adapted to the social, economic and cultural realities of the communities and groups involved.
The JET AFOLU Perspectives Tool is an initiative of the Stockholm Environment Institute (SEI) and the World Bank. It is a free and confidential instrument. Those who fill it out can access their general results by topic, without viewing the detail of their responses by question. Administrators, for their part, can consult aggregated statistics and know the detailed content of each evaluation.
During the development phase, this tool was tested in different pilots with representatives of public entities, productive organizations, academia, support organizations and international cooperation agencies. These tests allowed evaluating its clarity, relevance and usability in various contexts. As a result, the final version incorporates improvements that guarantee its adequacy to user needs and its effectiveness for the purpose for which it was designed.

How is the tool organized?
It includes 8 modules that collect key information about interventions and/or policies:
- Territorial and Socioeconomic Context
- Definition of objectives, vision and baseline
- Stakeholder participation and inclusion
- Policies and institutional coordination
- Sustainable opportunities
- Equity, rights and social justice
- Fair and inclusive financing
- Monitoring, evaluation and continuous improvement
How to use the tool?
To use the tool, you first need to register and create a project with a brief description of what you want to evaluate. Once this is done, you can access the different modules which in turn have submodules, and answer the questions. Upon completing the questions for each submodule and module, the tool will show a progress bar indicating whether the situation in that specific topic is critical, delicate, good or optimal.
Methodology.
The JET AFOLU Perspectives Tool identifies opportunities and challenges to achieve a just and equitable transition in climate change mitigation and adaptation within the AFOLU sector, with a focus on the Latin America and Caribbean region. Its design guides users through the evaluation process step by step, ensuring a comprehensive and flexible assessment that takes into account the diversity of actors and contexts in the region.
The tool is organized into 8 modules, each focused on key dimensions such as economic, social, environmental and governance factors. Each module, in turn, has a series of submodules associated with the topic to be evaluated. This modular structure is flexible and adapts to different workflows, allowing users to complete modules in any order.
Users answer questions by combining their own information with pre-existing datasets. Additionally, the tool promotes collaboration among various actors to ensure that the evaluation is grounded in local realities and reflects the specific nuances of the context.
A combination of structured multiple-choice questions and open fields for qualitative responses allows for efficient data entry while capturing contextual details. The questions are designed to guide users through a detailed analysis of opportunities and challenges related to JET.
Upon completing each of the evaluation stages (submodules and modules), users obtain a result reflected in the Just Transition Indicator, a visual tool that, through a color bar ranging from red to green, indicates whether the evaluated project or policy is in a critical, delicate, good or optimal state in the specific topic reviewed. This result allows for clear and accessible identification of the level of progress in just transition in the AFOLU sector.
The tool provides access to resources such as best practices, studies and capacity building materials to strengthen users' capabilities in the effective implementation of policies, strategies and plans oriented towards just and equitable transition.
